Milieu Design leaf compost is ideal for perennials and grouncover. A premium shredded hardwood mulch will do for shrubs and trees. We typically do not use weed barriers as they inhibit normal plant growth and wind up being a hassle in a few years as the mulch decomposes and a soil layer forms on top of the weed barrier and thus they grow in spite of it.

Ground cover to front of bed is Pachysandra Terminalis 'Variegata,
On right I think blue plant is Lavandula hidcote, but don't worry it will work in this planting too.
Roses look like "carpet rose"
Grass to rear Miscanthus sinesis,
Near railing Acer palmatum Garnet.
To the right of the acer looks like Buxus which is also on opposite side of steps too.
White flowers :D I will have to come back to you on it, I just cant remember the name.:D
Big plant at corner of house looks like viburnum opulus roseum, but could be an acer also. I cant make it out.
