Brilliant! Lighting & Design This is most often called "rail" lighting. It is available from Tech Lighting, WAC Lighting, LBL, and more. It is available with a variety of 'heads', shades, extension arms, etc., and can be low voltage or line voltage. Its also bendable (as the one shown here).

Richard G. Berry & Associates, Inc. The lighting appears to be florescent in the soffit. The soffit is a box held down from the ceiling that also projects off the wall. The fixtures sit in the box.
Because the light is consistent, it probably isn't incandescent, halogen or led.
