Most paintings there would come directly from artists without the gallery markup. Horchow's prices are fair if you consider the gallery is taking a substantial cut of the profits because they do the selling and advertising. They are lending their name and reputation which is part of what you pay for.
On a site like etsy, you would likely find this size painting (36X36) in the $250-450 price range. (The online artist-direct prices are fair--materials alone to make a 36X36 painting would run the artist at least $60-$75 if using high quality canvases, paints, and varnish, so that leaves less than $200 profit for at least two full days worth of work.)
FRAMING: Expect to pay $50-60 for a nicer frame this size online or in a craft store plus about $5 for framing hardware, if framing yourself. This cost would be greater, if using a framer.
