A reader over at NotCot suggests using mesh backing with adhesive on one side. You stick the pennies to the adhesive and lay it in grids, then grout. Here's the link:
jcyarns Oh I saw this a few months ago. I was looking to do an island countertop like this. I read that it cost $2.50 a square in pennies plus other materials pretty cheap alternative considering the cost of copper these days. Oh but you should use pennies prior to 1982 for a higher copper content.
