Wow Great Place There would not be sufficient heat coming off the cooktop to affect the spices. Heat rises, and the spices are below the heat source (no oven here!)
Ideally yes, spices and heat are not a great mix, but sometimes we haven't got much of a choice, as kitchens don't all have unlimited storage to put the spices in a pure environment. I see nothing wrong with the placement of these pull-outs, and if i were a cook in this kitchen, I find them to be in an ideal spot.
In a modern kitchen, narrow pull-out cabinets flanking the cooktop are the perfect spot for spices — and they clear out space in the wall cabinets for other items.
