Mona Ives Custom roman shades can be made this way. They are sometimes referred to as "back tab" style where the pleat or fold is pre-sewn into the shade. It requires more fabric. A roman shade on a window that comes almost down to the floor is a little bit unpractical - but I would have to see a picture or have more information to completely rule it out. Drapes may be more practical if your window is very long.
