Yes it is. Not only does it feel soft since its a river washed pebble with no sharp edges, but it also has a great sound under a foot when you walk on it. I normally put down about 2 inches of decorative pebble. This crates a soft enough surface to walk on, yet resistant enough to support furniture without it sinking in to the material.
Another unintended benefit of small river stones or pebbles is one tends to walk much slower through the garden path on that type of material. This makes for a much more of a interesting journey through the garden no matter the size.
