Rebekah Zaveloff Hafele and rev-a-shelf both have something similar. Typically these items are purchased by the cabinet manufacturer and installed in the shop.

Curb Appeal Renovations You can purchase it from many vendors, but this is made by Rev-a-shelf. It is easiest to install when the counter is removed, but can be installed later.
