It's not clear from this picture if that is a lighting fixture, fan or decorative element. But the light you see peeking above it is the recessed can light from the ceiling above it.

In this application, your cabinet depth would be mainly driven by the depth of the appliance, and I would go as wide as the items you think you'll wash - and add a little just in case to minimize splashing.
