Hi Stefanie,
The balloon shade is stationary, it does not move up and down. It was made using two shades of silk fabric, two draws , one at each side create the shape. If you search balloon shades, you will get lots of ideas and tutorials.
If you are interested in design and lifestyle blogs check out my blog A Button Tufted Life, you can find it by going to cynthiaweber.com and clicking on the blog. I have just started it and am always excited to get new readers, be sure to leave comments if you have time, i am interested in what you have to say and what you might be interested in hearing about.
Cheers,
Cynthia
