The floor is lacquered oak.
With the time the paint deteriorates and gives this vintage look.
If you have a hardwood floor you can consult a specialist to check out it and ask if it's possible to lacquer it in white.
Or you always can install a natural oak wood flooring and paint over it.
I don't know any brand that sells white lacquered flooring like this one.
