Cynthia Taylor-Luce There are "hold-backs" mounted on the wall and the drapery would be secured at each hold-back. Hold-backs are normally sold to be placed either side of a window, so you can hold back your long side panels when you want to see out of the window. (They are an alternative to having tie-backs as you see in the photo above.) However, you can also use them to support a valance.

Tammy Quick Kate, I know this is seven months late, but I just saw a window VALANCE that was just like the bed skirt. You could use a valance and sew them together to create the same look.
