Generally we would put a base of 6-12" of crush gravel for drainage first, then filter cloth that will allow water through, then install the remaining soil. In our vegetable gardens we try to use a high quality organic soil. When it comes to the filter cloth, make sure it will let lots of water through otherwise you will get a very boggy soil.
