Laura Weeks I made a table runner and toilet tank topper by hot gluing dollar store rocks to the rubbery shelf liner and put felt on the bottom. I didn't want the glue to go all the way through the felt. I don't know that I will make a door mat, as I don't think it would hold up.

Pebble Tile Shop You could use our 'tan and white' pebble tile: http://www.pebbletileshop.com/products/Tan-and-White-Pebble-Tile.html
It comes on a mesh backing that you could attach with glue or needle and thread to a piece of fabric or rubber. Good luck!
