These are concrete planters with an Ipe deck done with a 5/4x6 board.

is copper tubing in the concrete that comes up under the little boulder. The boulder has a concavity carved out on the underside and the tube sprays the water against that dish-shaped area so that the water drops in a pleasing manner.
