It is a clumping bamboo variety called bambusa textilis gracilis and is fine to plant anywhere and does not become invasive like other creeping varieties.
I believe those plants are bamboo
Bamboo World in Vancouver, Canada ... lists species and temperature ranges in which they can survive. I'm about to plant Fargesia clumping bamboo here in Toronto, Canada in with winters that can reach -30C. Contact me next summer and I'll let you know if they survived!
