Why not hide the baseboard heaters. They so detract from the wainscot
The baseboard heaters could have been replaced in that room for another style of heater...such as above a closet, or with a small fan mounted on the wall, moving the air about

Water is extremely safe; the baseboards are warm, not hot, to the touch, and kids, furniture, pets, and even the occasional drying socks and mittens are not in danger
Jeanaps, sorry, I just now noticed your question. Since our baseboard heating is oil fired hot water, depending on the problem, we call either our furnace repair guy or our plumber. The only time we've ever had any noise at all is if there is air
