typical cabinet design would call for the baseboard to end at the cabinet and the cabinet facia would carry down to the floor and be finished with matching base shoe - which is that small piece of rounded molding on the baseboard at the floor.
built in cabinets take up an entire wall then the baseboards would just be on the three other walls and not at all on the wall that the cabinets are on. Am I understanding you correctly?
