We use a custom drapery workroom for our window treatments. It is all in the talent of the drapery seamstresses. You may want take this photo and call or visit a local drapery workroom to inquire about the cut and pleating.
It was made by our local drapery workroom however it is a fixed treatment made to look like a working Roman Shade, with applied "pipe" jabeaus on the ends. We have a regular light controlling shade mounted behind these drapes to move up and down for light control so the treatment always stays neat and
