The owner of that home built it himself, however he is not a licensed builder. I believe he's a medical equipment rep, but in Arkansas you can get a permit "if" it's your own home. As for a builder that can build a

The heating is in-floor radiant and there is a swamp cooler for cooling. It is not off-grid, though easily could be. We do quite a bit of work in northern New Mexico and are licensed both as architects and general contractor in NM.
