I'm not sure what part of the world you are from but can't see why not, bamboo is originally from China and Japan where they have very cold winters with snow. You just need to pick the right variety.
bamboo and bird of paradise (Strelitzia reginae) in narrow planters soften and reduce the impact of the height of the tall boundary walls and fences. Where space is even tighter you could also train climbers to grow up the walls to add greenery.
