yes i think there are glass panels, the spce in between panels are spaced so near. I dont believe the architect is that irresponsible :)
Any local glass company can supply the appropriate thickness of glass.

Glass staircase does give extra light and isn't so massive
for anyone even remotely afraid of heights. Glass treads, glass handrail almost completely disappear these floating stairs. The use of minimal materials in a rather complicated form make for an interesting architectural feature.
