Why must roman shades meet the top of the curtain?-I have two bay windows (with seats) and plan on doing roman shades with curtains on each side-roman inside the window-curtains above moulding on the sides

do the rings face out or in on the roman shades? I put mine between the lining & the front fabric to hide. I my rings are facing the front. Before I finish up, is this correct? Will they drape properly or do I need to reverse?
I am trying to make indise mount casual Roman valances for my daughter. Where can I find directions, please? When I try them the sides move in so they look more like a swag. HELP! Thank you so much!
Roman Shade head rails are generally about 2" deep - so that's about the depth you'd need.
