who manufactures the wire cages that the rocks are in?

Now I know what it's called - a gabion wall! Put a sealer on the rocks inside the cage to bring out stone color.
These are gabion baskets with rocks that have a sealer on them to bring out full color of the stone. Notice planters on the right.
