There are many different ways to lay the stone. for this application they are set on a compacted sub-base, with a sand& mortar base. Consult a local landscape contractor for an application that might be better suited for your region

pavers have stones on 2 sides with small stones between or sand in between.
plum brick as boarder and trim on stone walls adds interest and ties things together
