The very first plant at the "V" beginning of the path on the right looks like a perennial Lamb's Ear. The plant behind it with lavender flowers spreading out is Cat Mint. Under the first window looks like Russian Sage. On the left side the first few plants I'm unable to see clearly. But

I'm afraid I can't answer your question. We are the architects and did not select the plants or furnishings. I checked the Resource Guide for the home and I don't see any indication of the plant type.

I was planning on making a flat shade, but after seeing these, I would like to try and replicate. Are there plans or instructions available?

There are a lot of websites and books that you can reference to find DIY instructions on how to make roman shades at home. I would research and find one of those. I typically use a professional installer/fabricator to make my window treatments.
