parged--a troweled-on mix of sand, lime, portland cement, and water. It's typically a structural solution, rather than a finish material, used here to consolidate the crumbling mortar of the masonry wall. But I like it as a finish, so long as the control joints are carefully composed.

Troweled refers to how they place new concrete. You can't trowel existing hard concrete, unless you put a topping layer over it. You can grind or polish existing concrete.
