Equisetum hyemale, commonly known as rough horsetail, scouring rush, and scouringrush horsetail; and in South Africa as snake grass. This plant is very invasive. I have seen it grow between cracks in pavement. Cut it to the ground to prune it. It looks awful hedged.

but that's just me. Too much maintenance, too much of a gap when a bush dies, too many spiders and snakes. Anything that stays moist will draw insects, reptiles, and rodents which in turn draws snakes. I prefer a flat stone over the river rock used here.
