I just went outside (Northern California) to see what plant had the most bees and insects. The winner is a plant/ weed I did not plant but is native to the area - Asclepias fascicularis - Narrow Leaf Milkweed. It will reseed in the garden but is easy to pull up. The bees are on it right now but I know the butterflies enjoy it too.

Joe Pye Weed and Asclepias (for the Monarchs). We were lucky to host 6 newly hatched Monarchs in the garden last summer.
