with wet-wall plaster and I absolutely hate poking holes in it to hang pictures. A proper picture rail would solve all my problems. :)
Do you know the ceiling height and wainscoting height too? Also what size was the crown molding used

picture rail molding at your local molding store or lumber yard, you may have to be persistent, because I've rarely found a sales person (from Seattle to Detroit to Tucson) who knows what it is.
If "picture rail molding" gets you nowhere, then try "picture hanger" or just "hanger."
