From what I can see, they look to be Euphorbia rigida (Gopher Plant), Senecio vitalis (Blue Chalk Fingers), Anigozanthos flavidus (Kangaroo Paw), Agave attenuata (Fox Tail Agave), and some sort of ornamental
ornamental grass. The blooming Euphorbia rigida (Gopher Plant) is what makes the biggest statement.

I live in Idaho and have a well so watering in a problem. I need plants that do well in zone 5 but don't need a lot of water. I love this garden but am worried because of the cold. Help
I got them at Home Depot about 3 years ago. Very easy to grow - water once a week. Flapjacks flower about mid-May with a tall stalk of yellow flowers that hummingbirds love.
