Great design. How did you comply with building regulations for safety when the hatch is up and also lack of handrails down the stairs?
Make a sub basement and put wine cellar beneath basement. Create a hatch door entrance to cellar.
Now that is a wine cellar

What are the outside dimensions of the wine room?

popular in wine cellars. Wine safety is critical and you don't want the wine bottles exposed to direct light. LED lights use 80% less power, produce no UV radiation, generate almost no heat which makes them ideal for wine cellars.: https://www.wineracks.com/catalog/led-lighting-c-63/?utm_source=Houzz&ut
