Hi Susan and Aburpee, From the look of the deck it seems if they used a UV inhibitor Oil. Usually Ipe doesn't take staining well because of its density. We
Messmer's UV Plus. These two oils have worked wonderfully for all Ipe, Tigerwood, Cumaru, and many other hardwoods. Here are some pictures of finished decks. That have used Ipe Oil or Messmer's Hope this helps.
