Are the wood posts sitting on top of the stone pillar

How practical is the lovely stained wood in a humid environment like Maryland?
especially interested to know about the maintenance requirements of the stained wood shown here. And would it be "practical" in a climate that gets real cold
The wood posts normally would be sitting on footers at depth for frost line, tube forms can be used around the posts for cementing them
thinking 24" stone footing and 12" built posts for my carport. But this looks closer to 20" footing and 10" post. Might suffice - it looks really good
