In order to make these swags, should I make the side which reaches the middle of the window longer when cutting them?

Making swags can be tricky - fabric may need to be cut on the bias and pleated in a certain manner so they drape properly. My advice is to show the picture to someone who professionally makes draperies and ask for detailed instructions or have them make them for you.
