If you know you cleaned them already, why clean them again before use? What would contaminate them?

Bleach solutions and alcohol dips are often only marginally effective as pruning tool disinfectants because the infectious organisms are often contained within saps and resins that the alcohol and bleach don't completely penetrate. They work fine as container sterilants, though. H2O2 (hydrogen peroxide) is also a powerful oxidant and will attack any organic molecules it contacts. If you know a tree, shrub, or other plant to be diseased and are carrying out pruning operations on it, I would suggest a quick pass over the pruning surfaces with a propane torch between cuts.

I'm wanting to disinfect/wipe them off again because in a too small and very messy apartment, I'm carrying pots filled with freshly potted soil through the apartment. Also the pots of last years dirt that I emptied out today. Or the breadcrumbs that got on the pile of newly washed planters that were drying on the kitchen floor.

Or I've got the scissors that I used to cut off the lettuce, or the scoop that I want to use on both emptying out old soil and mixing new soil.

Mostly I've been ignoring possible contamination of equipment, but I'm trying to put some things in practice about last year's soil may carry disease.
