Hiding an ugly retaining wall

I recently bought my first home and I am looking to give the house a little more curb appeal, but the house does not have a garage and only a small carport. It also has a 4-4.5 foot high cinderblock retaining wall on the left side. So, there is no ground below to plant any small shrubs because of the paved carport. I plan on clearing out above the retaining wall (there are small trees and some ugly plants there now) and planting some nice flowers. But what I really need to do is hide the retaining wall from sight. I thought about just a little wooden fence, then some kind of plant that will cascade over the wall, or painting it. I need a little help trying to decide on something that would look good year round and not just in the spring or summer. I would appreciate your help. Thanks.
