Which job comes first?

Have a new (blank slate), small backyard. Have a drawing of the simple garden I want to put in. Will involve a black iron fence, roto-tilled, amended border around the inside of the fence, and then fill in the center area with pavers or slate-type product. Which job comes first, the fence or the roto-tilling? I do not want the tilling to go outside of the fence line, that is why I think the fence should come first. Any pictures would be appreciated from your experiences.

fence, then pavers (if used as paving), then rototilling, then planting.

I'd till first since tillers can jump out of line and ruin your fence. You can delineate your fence line with twine run between sticks in the soil to show your border, rake it to level, then install the fence and your pavers. But I'm not expert and am a little organic with boundaries and measurements.

Make sure before you put your fence in that you don't block access for anyone who will be putting your hardscape in

and hardscape installation is really messy, so do that before planting (which I know wasn't your question)
