What pest is this, and how do I kill it?

Hi. Just started growing a few things on my apartment balcony this year. I have a couple green pepper plants in a pot that aren't too far along, and noticed this morning that one has some little bugs on the top. I was told mealy bugs, but most the pictures I've seen of those show them to have a white cotton like coating around them. Are these those? Or something else? Either way, what's the best way to get rid of them... Thank you!

Aphids. Ugh. You can spray them off with either a strong stream of water, a mild soap solution (avoid the anti-bacterial soap), or something like Safer's Insecticidal soap.

The ants seem to love farming aphids on pepper plants. If you can keep the ants away, that will help too.

I use a weak dishsoap-and-water mix in a spray bottle, which I keep on the kitchen sink outside my deck. Kind of nice to spray on little kiddo hands as well LOL.

1-1/2 teaspoons of dish soap to a quart of water works pretty well.
