It's either oregano or marjoram. Kind of hard to tell exactly from the photo -- they are extremely closely related and look a lot alike, and even taste very similar. Kind of leaning towards marjoram.

I agree it looks like Oregano, Marjoram is a annual Do a smell test, just pick a leave and rub it between your fingers then smell. That should tell you all you need to know. My Oregano [Greek] is from a 3" pot now 4' by 4' and trying to spread more. That looks like a nice healthy bed. They send out runners and keep spreading as long as they have room.

I'm thinking oregano since it looks to be creeping. The marjoram I've grown in the past has been more upright. But then there are probably creeping marjorams also.
