Looks like one of the loniceras, honeysuckle, to me.

Yes, one of the shrub honeysuckles like Lonicera maackii, L. morrowii, etc. Not a vine like japanese honeysuckle. A very invasive plant in the mid-Atlantic area.

I looked it up and on one website it said that bush honeysuckle leaves are opposite in pairs.

This plant has three leaves, then a stem coming up from the middle and then three more. The newer leaves are very soft and downy and pale green. One side of the stem has a reddish tinge.

Yes! you are right that some have just the pairs of (two) opposite leaves, but some also have this set of three, such as in the link below.

Can it still be honeysuckle it it has these sets of three?

I would vote for L. japonica although I went out to my fence and was unsuccessful trying to find an instance of 3 leaves. What I did find was a lot of variability. These photos all came from chunks I ripped from the same vine.

(And no, I'm not growing this stuff on purpose, 4 neighbors bordering me leave their side of the fence "natural" and it just visits me.)
