When to cut lawn after re seeding

I have a lawn in Cincinnati Oh area that was 50/50 ky bluegrass and ky 31 tall fescue. After this summer drought the bluegrass stayed dorment and the fescue came back. I have since slice seeded the lawn (3/4)acre with more ky 31 fescue. My main question is its been about 2 weeks and half of the new grass is about 2 inches tall but its comming in splochy. The leaves are falling and I dont was to slow the rest of the seed...hoping it will come in.. so when is it too early to cut/bag the grass and leaves without hurting the new grass.. I dont need to cut low enough for the new grass but would like to clean up yard of leaves...should I try to be patient and wait for all the seed to come up or the weight of the riding mower wont hurt the new seedlings?
