S. California wild vine with big pods

This is a wild vine I see every once in a while growing on fences and buildings around Orange County in Southern California. This specimen is in Westminster, and I've also seen one in Anaheim, a few blocks away from Disneyland. The pods are fairly large for such a small, wild vine, maybe 5-6" long, and as you can see from the photos the pods split neatly in half as they turn brown, and release multitides of white, tufted seeds that presumably blow away in the wind. Any ideas as to what this is?
