Yep, what Lance said is about the time it took mine to dry yesterday between 9:30 - 11 AM. The temp range yesterday was 66/52.

Redsox, today must be the day to spray. My local rose buddy and I discussed this same topic today on the phone because she sprayed around 9 a.m. and I sprayed about 12:30 p.m. Then around 2:30 p.m. the sky clouded over. I told her that she should be O.K., cause if she's not then I'm definitely not! Too, funny!

It took 2 hours for mine to dry yesterday. Sometimes I have to do it early in the morning and I get so mad because there is dew on the roses then, do you think it is okay to spray even though they are wet from the dew or is it a waste of time and spray?

It is OK to spray then. I usually try to spray between 8 - 11 AM, the earlier the better so that I have the rest of the day to do other things.
