Clean up after pruning group 3's

Hello,

I have some very basic questions. I'd like to grow some clematis on/into some arborvitae. Group 3 was recommended because pruning could be done in the fall so the arborvitae wouldn't be covered with bare vines during the winter months.

Is it okay to prune in the fall? I've read that early spring is ideal.

Do the cut off vines break down and fall off on their own, or would I have to untangle the cut vines from the shrub?
