Satsuma - something eats it every year

I have a Satsuma tangerine tree that's about four years old now. Every year it starts out this time of year with dozens of blossoms, and every year something eats them all. Two years ago, three were left. Last year, none were left. Is there anything I can do to keep this from happening? At this point I am willing to spray it with anything that won't make it dangerous to eat the fruit, as long as the spray will really work. I don't know what it is that's eating it. I'm not an expert, by any means. I just wanted one tangerine tree that would withstand the cold, which this one does. Thank you for any help.
