Hi Bakaroni...Do you know the age of your citrus? Even though I think a 2 yr old would fruit..
Do you fertilize? If so, what do you use? I don't think fertilizing is the answer to all citrus problems, but it helps.
How long was the kumquat planted in the one spot before moving it? Did you relocate to a sunnier spot than the first?

pH is very important..Soil needs to be on the acidic side. They have guages to test, or some people send soil samples to county extension agents..

Go to www.fourwindsgrowers.com On the left side of the screen, click on 'Growing Dwarf Citrus in the ground'..they give basic info needed to grow dwarf citrus in the ground. Read everything, perhaps you'll see something you didn't do or needed to do.
You didn't mention which state you're in..Temp makes a difference in growing trees and taste of fruit, like you're unidentified tree #3..

Don't you love when plants are mislabled? Geesh..Sometimes it's a nursery error and other times customers remove labels, read, then stick any old place..I worked in 2 different nurseries and this happened frequently..Even as a customer I've read wrong tags..tried finding the correct plant but it was long gone..
