Citrus grown from seeds may take anywhere from 3 to 10 years to bloom, depending on the variety. I'm not educated as to how long each variety can take. They have an internal clock which tells them when they are old enough to bloom. I grew a Key lime from seed about 4 or 5 years ago. Two years ago I had 3 blooms, no fruit. Last year I had 20 or 30 blooms and one lime which eventually dropped off. This year the tree was full of blooms, had lots of limes and many fell off when I didn't water but I have a dozen which are ripening now. It has just re-bloomed and is setting new fruit. My Ponderosa lemon bloomed the second year and set a bumper crop of fruit the third year. Because it came from a cutting, the internal clock thought it was mature enough to bloom. I'm not sure where you are located but I would fertilize with Miracid about every 2-3 months and with Epsom salts to encourage blooms. It is about time that your tree gives you a big surprise.
