What can I do with an upright Juniper w drooping bottom branches?

Hi, I have an upright Juniper Witchita Blue shrub that has been in the ground about 4 years and is about 6ft tall. It is a silvery gray on the blue side and I have forgotten to tie it up over the winter. Once we had the first snow storm, the snow never stopped coming and the bottom branches were buried. It does not look good with all the branches from about 2 ft off the ground all very vertical reaching for the sky and the bottom all dipping down, sort like a girl's haircut in the 60s, ...the flip? [g] Also, the back of the shrub is sort of sparse. We just moved it to a new location where it will get more sun and wondering if whatever I do has to take that into consideration?

Is there anything I can do? What if I cut off the bottom branches, will new more vertical branches grow back? Can I tie the branches that are bending up against the tree and leave it like that all summer, and train them to be vertical again. Something?
