please help revive my spiral cactus

I have a spiral cactus that is over 5 feet tall. It had been unusually warm up until thanksgiving and I had it outside, but in early december i still hadn't moved it inside (i needed help) and it snowed unexpectedly. I got it inside immedietely after, but it has been shriveled up ever since and today i noticed small moldy spots along the edges at every spot that it has needles coming from it. This is only on the top section. (It has two large sections and was just starting to grow a new third section on top.) The bottom half looks much better than the top.

Can anyone give me any suggestions as to how to make this a happy cactus again. Should i cut off the top section to give the bottom a better chance? any help is greatly appreciated.
